<DIV>Nearly a month ago we wrote to you expressing our concern for the collapsing ecosystem of the Bay-Delta estuary and we requested a meeting with you to discuss these concerns. We urged you to stop the Department of Water Resource's South Delta Improvement Project until such time as the estuary's foodweb and fisheries are restored to self-sustaining levels. In your response letter you thanked us for supporting CALFED funding in the 2005-06 Budget Act! There must have been some confusion, as we did not write to you in support of CALFED funding. </DIV>
<DIV>  </DIV>
<DIV>In our view, the collapsing Delta ecosystem is a direct result of CALFED's inability to honor its commitment to restore the estuary's productivity and realize self-sustaining fishery resources. We will not support CALFED until its priorities change to give top priority to restoring the estuary and the estuary's fishery resources. </DIV>
<DIV> </DIV>
<DIV>In our previous letter, which we have enclosed along with your response, we requested to meet with you and directly convey our understanding of the underlying environmental and political forces that threaten our Central Valley fishery resources and the most important estuary on the west coast of the American continent. Increasing water export now will only exacerbate ecosystem problems and may cause irreparable damage to the estuary. </DIV>
<DIV> </DIV>
<DIV>If collapse occurs, it will have sever impacts to state's economy and especially to the state's sport and commercial fishing industries which collectively produce in excess of $6 billion dollars annually to the economy. The loss of the estuary's productivity will also devastate the ecosystem and leave in its wake an environmental legacy with which you could well be left ˜holding the bag"even though you only inherited this situation!</DIV>
<DIV> </DIV>
<DIV>Scientists have long maintained that Delta water export is one of the major impacts to the productivity of the Bay-Delta estuary. It has changed the natural flow regime by significantly decreased the amount of water that flows through the estuary into the ocean. State and federal water projects have reduced Delta outflow by at least 50% while dramatically changing the timing of when this water is available to the estuary. The impacts of these changes are currently under study. We believe they are at the very heart of the problem!</DIV>
<DIV> </DIV>
<DIV>Given the plight of the estuary, prudent stewardship would take a precautionary approach and put the entire SDIP on hold until the scientist have determined the reasons for the decline, corrected the problems, and restored the health of the estuary and its fisheries. To let DWR move forward with its plans to build more infrastructure in the Delta may result in a massive waste of tax payer dollars on export plumbing solutions that could further deteriorate the estuary's ecology!</DIV>
<DIV> </DIV>
<DIV>Since the state does not have an immediate need to export additional water from the Delta (see DWR's Bulletin 160-05), it would be far more prudent to wait until we have sufficient knowledge to understand what has caused the Delta crisis. We see no reason for the state to relinquish its fiduciary responsibilities to properly protect and manage our fishery resources by increasing Delta exports.</DIV>

<DIV>We know you are passionate about protecting our natural resources. We also know that you have inherited a potential ecological crisis of major statewide significance.  We urge you to meet with our representatives and allow us to share our perspective with you on this matter at your earliest availability!</DIV>
